Synopsis[]

Outside City Hall, Mayor Goodway, with the assistance of Rocky and Marshall, hosts the Adventure Bay Raffle and announces three winners. The first is Uncle Otis, who wins a brand new hat, the second is Chickaletta, who wins a pillow, and the final winner is Mayor Humdinger, who wins the grand prize. However, just as he reaches for the box to see what's inside, a flock of seagulls steal it as well as Chickaletta's prize. Meanwhile, at Mr. Porter's café, Uncle Otis is just about to take a selfie with his beavers until one of the seagulls swoops in and flies off with his hat. He chases after it, but gets stuck upside-down in a tree in the process. Thankfully, with the help of his beaver buddies, he calls the PAW Patrol for help.

As he exits the Lookout, Ryder receives a call from both Uncle Otis and Mayor Goodway, who relay the seagull situation to him. However, just as he is about to alert the pups, Mayor Humdinger interrupts him with a cry for help and tells him of his missing prize, which he deems more important than the other two's emergencies. To ensure Ryder takes his situation seriously, Humdinger suits up with his own tag and pack and temporarily joins the PAW Patrol. Ryder then summons the PAW Patrol, which Humdinger calls the "Hum-Patrol", to the Lookout, where, after a Marshall wipeout, they are suited up in their standard gear and briefed on the mission alongside Humdinger. However, before Ryder can explain the entire situation, Humdinger interrupts after seeing his prize on the screen and assigns Skye to figure out where the birds took his prize and Marshall to use his ladder to rescue Uncle Otis. With that, Skye and Mayor Humdinger slide down to their respective vehicles and set off with Ryder and Marshall for Mr. Porter's café.

Once they arrive, Marshall, after being rushed by Mayor Humdinger, uses his ladder to help Uncle Otis get down from the tree. Shortly after, Skye calls Ryder and reports the location of the missing raffle prizes, which the seagulls used to make a nest for their eggs, and Chickaletta, who followed the flock for her prize while Mayor Goodway was distracted with helping Otis. Believing that Chickaletta will take his prize as well, Mayor Humdinger chases after her and climbs up the bridge, upsetting the seagulls who think he is after their eggs. As a result, he manages to free his prize from the nest but sends it, himself, Chickaletta, and the nest of raffle prizes off the edge of the bridge. Fortunately, Ryder catches Humdinger's prize while Zuma, who was called in for backup, saves Chickaletta and the nest by launching his buoy. Mayor Humdinger, now hanging on the side of the bridge, makes an attempt to rescue himself by digging through his Humpack and finds a comb to groom his mustache with. However, the force of doing so is enough to rip the straps of his pack, causing him to fall once more. Skye is able to rescue him by using her harness and places him onto the bridge with the others.

After Marshall relocates the seagulls' nest in a tree, Mayor Goodway and Uncle Otis thank the PAW Patrol for rescuing their raffle prizes. However, as Ryder is reciting his usual catchphrase, Mayor Humdinger interrupts again to show off his grand prize, which is a coupon that entitles an entire day to spend with the PAW Patrol. Having already done so while trying to get his prize back, Humdinger whines and is displeased with his prize as the rest of the group share a laugh with each other.
